Land Division

In Wisconsin, parcels of land are created by recording either a Plat or a Certified Survey Map (CSM). Prior to the final approval of a Plat or CSM, a preliminary Plat or CSM is required to show the generalized concept for how a subdivision will be laid out (street layouts, lot configurations, open spaces, etc.). In considering approval of a Plat or CSM, the City must consider all the impacts the proposed subdivision will have on furthering the objectives of adopted City plans and on the City’s ability to provide municipal services. In most cases, the subdivision of land requires that the subject property be served with a full range of urban services.

Process Overview

Submit a Subdivision Application

Submit your application to the Planning Division to begin the formal review process. Digital copies should be submitted to the Physical Planner on staff. What to include:

  • A completed request for city action form (PDF)
  • A completed land division check list (PDF)
  • The review fee (make check payable to City of Green Bay)
  • Map copies drawn by a Wisconsin-registered land surveyor per the requirements in Wisconsin Stats. Section 236 and Green Bay Municipal Code
    • Preliminary Plat or CSM - Digital copy, two 11 inches by 17 inches reduced-size copies
      • Conceptual Grading Plan
      • Erosion Control Plan (if required)
      • Stormwater Management Plan (if required)
    • Pre-Final Plat - Digital copy only
    • Final Plat - Digital copy, one full size original, Request for City Action form, application review fee

Subdivision Review & Approval

Land Divisions are reviewed by City departments for compliance with City ordinances, policies, and adopted plans. As a CSM is a minor land divisions that can be used to create a maximum of four parcels from an original parcel of property in a five-year period, most CSMs are approved within 45 days of the submission of a complete application. Plats typically take 60-90 days to process. If the land division request is approved, the Planning Division will send the applicant a letter outlining the conditions of approval. In order for the City to sign the final land division, the conditions in the letter will have to be met as verified by City staff.

Recording Final Plats & Certified Survey Maps

Once the conditions of approval of the final plat or CSM have been verified by City agencies, the Development Director or his/her designee signs the land division before recording proceeds. Once all of the necessary City signatures have been completed, the land division may be recorded at the Register of Deeds Office.
