Sex Offender Residency Board
Any person seeking an exemption from the Sex Offender Residence Board must submit a Sex Offender Residence Board Appeal Form to the City Clerk’s Office. You may submit your form in any of the following ways:
- As an attachment to an e-mail sent to law@greenbaywi.gov.
- By drop off in the City Hall Drop Box

Proximity Ordinance
The city regulates how closely certain sexual offenders can be to schools, parks, and day care centers; this is called the proximity ordinance. See Chapter 20, Section 20-31. Offenders are exempt from the proximity ordinance for certain listed reasons, but there is no appeals board.
Residency Ordinance
The city also regulates how closely certain sexual offenders can reside to schools, parks, and day care centers; this is called the residency ordinance. See Chapter 20, Section 20-32.
Ordinance Exemptions
Offenders are exempt from the residency ordinance for certain listed reasons, including the ability to seek an exemption from the Sexual Offender Residence Board. An offender wishing to seek an exemption from the board must submit a Sex Offender Residence Board Appeal Form (PDF) with the City Clerk’s Office.
