The Department of Public Works provides essential services to the City of Green Bay, even during times of crisis or increased public health and safety precautions within our area. This page is designed in an effort to provide the same essential services to both residents and contractors during the COVID-19 situation, while limiting the amount of person-to-person contact. Obstruction and Excavation Permits

The Department of Public Works is still requiring and issuing necessary permits required for construction projects within the City of Green Bay right-of-way. The right-of-way can be defined as the area from the back of the sidewalk out into the street.

The contractor doing the work must apply for any excavation and obstruction permits.

Excavation and Obstruction Permit Forms
DO NOT FILL OUT BOTH REQUEST FORMS FOR THE SAME JOB.
If you are excavating, only fill out the excavation permit request form. The Department of Public Works understands that you need both permits when you complete the excavation permit request form.

Examples:
  • Removing sidewalk and grassy terrace to fix a sewer lateral.
  • Removing an existing driveway apron in order to pour a new driveway apron.
  • Excavating in the grassy terrace to access a water lateral .

Examples:

  • Doing excavation in the private yard but still need to have equipment on the sidewalk.
  • Have a crane or lift parked in a parking lane on a City street.
  • Any other work that requires obstructing the City right-of-way without excavating or digging.

You will be signing electronically by typing your name and agreeing to a disclaimer. Your permit request is then written and reviewed by DPW staff. If approved, you will receive an email with a link to an online public folder to download your approved permits. DPW has a 3 full business day period for the processing of permits once all documents, e.g. permit application, insurance and bond information, have been received and verified. Permit requests are reviewed and processed in the order they are received. Do not submit permit requests the day of or the day before you plan to begin work. Your work may not begin until you receive your approved permit(s) back from the Department of Public Works.
